The press card usually contains the name, address and photo of the card holder. The issuing organization thereby confirms that the holder works as a journalist. Most press cards are made of plastic, are credit card-sized and are usually issued for one year.
There is no legal regulation on the issuing of press cards in Germany, as this would restrict the freedom of the press guaranteed in the Basic Law, see also the Munich Administrative Court ruling of May 23, 2019 - M 10 K 18.3391 . Press cards are issued by numerous organizations and editorial offices, which apply different criteria for issuing them. While some associations only issue cards to proven full-time journalists, others also issue them to part-time journalists. In addition, there are organizations that issue press cards for a fee to people who cannot prove that they are professionally active as a journalist or who are satisfied with a confirmation signed by the applicant that he or she is working as a journalist, without requiring any further proof.
